to discuss in the legislature today, more to do with ammunition control rather than gun control. first is a bill from assembly woman from berkeley. it will require anyone selling or transferring ammunition in the state to be licensed and to get the id of a buyer. that id information would be put into a state registry. another bill is looking to create a statewide permit system to buy ammo. the third bill from state assemblyman from oakland would impose a 10% tax on ammunition that sold in the state with the revenue going to crime prevention efforts. >> i've been all my life carrying weapons, military. but to me, you know, what i see is the news, the news, a lot of crimes -- >> so the new laws would not bother you? >> no, not at all. >> but some gun rights advocates are getting their

counter-offensive ready and argue basically that ammunition control bills are still an attack on the second amendment. some call it a way to red tape the right to bear arms and make it as difficult as possible for law abiding gun owners to have a firearm. smaller communities will hear proposed bills first. if they make it out of the committee they will go on to the legislature. live in milpitas, arturo santiago, nbc bay area news. a story making national headlines. a man accused of slamming into a series of cars before finally crashing into a san jose walmart facing a judge thormd. haamid zaid appearing in court on an unrelated charge. he's expected to be back in court on assault with a deadly weapon charge. police say zaid crashed into the

walmart and starting attacking people inside. new this morning a tax driver tested on driving under the influence after slamming into the center divide near the millbrae exit about 1:30 this morning. the cab is wrecked but the driver is not seriously injured. no one else is believed to have been inside the cab at the time of that crash. take a look at this, a bit of a rough start to the commute in the south bay. a cement truck landed on its side after an accident on the south 280 connector ramp to northbound 101. no one was hurt. it took crews about four hours to clear the scene. investigators this morning looking into what caused a fire to run through an apartment in sunnyvale overnight. when they got to the scene they found one apartment on fire and spread to the attic. it took them an hour to get it under control. but they were able to keep it from spreading to other units. the people who lived in that

apartment on ariba drive fortunately were not home at the time. >> apparently they had to take their dog to the veterinarian. we don't know if that's as a result of the fire or something else and that caused them to leave a pot on the stove or something like that. >> just as a safety precaution, crews did stay on scene watching for hot spots. police on the lookout for a thief that simply cannot keep his mouth shut. san francisco -- south san francisco police calling this man the chatty thief. they say, here is the deal, walks into stores or offices and poses as a customer, having long conversations with the employees. then when they are not looking, he rips off their apple devices. police say hit at least eight times since february in both burlingame and south san francio. he goes by the name mike or michael. he had shaggy brown hair but it's reported he shaved it off and he did that sometime last week. hayward wants to keep online

gambling out of the city for a little longer. the city council the discuss whether to have a temporary ban on computer gaming businesses at interstate sweepstake cafes similar to this. it offers las vegas-style gambling games. a moratorium was first enacted in february but it is bound to expire. hayward city officials are considering revising current zoning laws around those businesses. long serving silicon valley congressman set to face competition during next year's election run. former obama official announcing he's running for the seat. he will have solid help from members of the president's re-election campaign. however, president obama himself has already endorsed honda. yesterday telling mercury news he is grateful for the president's support and he will be taking this race like he has all the others in the past, seriously. he's represented the area for the past 13 years.

on the international scene tension on the peninsula continues to climb. north korea announcing today it's reopening a closed nuclear plant with a prime focus on producing materials for weapons. nbc's richard engel following developments from south korea. >> this is yet another escalation in a very tense situation. today north korea said it would reopen closed nuclear facilities, in particular one a uranium enrichment plant capable of producing enough plutonium to produce one nuclear bomb a year. the plant had been closed since 2007 as part of international negotiation and to build trust in that process. the cooling tower there had been destroyed. pyongyang now says it will rebuild the facility. it's unclear how long it will take before it is up and

d.j.s are off the air today after an april fool's prank went a little too far. a hokie by val and scott sent people into a panic in florida. they joked something coming out of the taps in lehigh county. it's a term for water but many believed the water was unsafe to drink leading to calls to the water company. the general manager apologizes. >> this messes with the big three, food, water, shelter. you can't mess with those, and we did. >> they spent the day apologizing for the other two. they have suspended val and scott indefinitely. turns out president obama knew something analysts and experts did not. he chose cal women to advance all the way to the final four. guess what, he was absolutely correct. bears beat georgia last night 65-62 securing the team's very first ever final four appearance. they now have to wait to see who wins tonight between louisville
